You're really taking license with that kind of talk. Guan Zhong was talking about how people need to be free from fear of hunger and of fear of not having enough to wear, to be able to progress spiritually. He didn't say what people had to do. You're really being quite one-sided in your interpretation and taking his words out of context.

I'm taking his words out of context? So you think Guan Zhong wasn't hoping that people would progress from material satisfaction to the spiritual and cultural level? Just look at those people from poor families. They spend money as soon as they get their hands on it. That's pretty much still being trapped in an impoverished mentality, which is uncivilized.
