Your concerns are reasonable, but I've already come up with a countermeasure. "Gold Rush" is just the introduction-- the chain reactions that it brings along are the key to the game's success. For example, a ton of immigrants flooding into California, the development of industry and commerce, and the development of transportation and shipping in the West. All these things can become part of the game.
