What do you mean by 'how to apply'? Are you asking for its pronunciation?

Perhaps you mean 'when to apply'?

If you are in a cab in Beijing, this must be applied to at least every other word.

Qingdao hau 厅一样 (sounds the same).  Almost every sentence ends in 儿。

There is no grammatical rule. The frequency of its use depends upon location.
