Hi wei1xiao4. I think the word order in your first sentence should be different. I would say it like this: 我在Atlanta, GA拥有一套房子. Also, 套 is a better measure word for 房子 than 个.

... and 拥有 and 有 can both be used. If you want to emphasize that you own the house, then 拥有 is better.

拥有和有的意思是一样的，只是”有“比较口语化，而”拥有“就很书面语。如果是在日常生活中说还是用“有”比较好。“拥有”一般会用来表示拥有一些比较珍贵的东西。如“拥有一份珍贵的爱情"

According to what sophie20461 says in her Chinese post above, it is better to use 有 in spoken language and 拥有 in written/formal language. And 拥有 sometimes refers to very precious things (like love). Thanks for explaining this!
