"We will be doing some routine maintenance between 11pm and 1am Pacific Standard Time. Most of the site will still be up and running during this period, but apologies in advance for any inconvenience caused".

From 3:00 PM to about 4:00 PM Shanghai time.

Universal Time (UT) exists for a reason.

Not everybody knows the time zone of West-USA.

I think it would be most convenient to give the SH time. Im thinking everyone probably knows the time difference between where they are and China since we are all interested in China, and many of us travel there. Its an easy convert for me since right now the difference is an even 12 hours.
