An example of 干脆

I hear it quite often in movies and dramas said at the beginning of a sentence. In this case it appears to mean something along the lines of "simply put..." or "frankly speaking..."
Am I close?

你乾脆把牛奶給寶貝吧。
為什麼女人總是如此的不乾脆?
Why are women always not so straightforward?
I can't think of adverbs..sorry...
