and before changye corrects me, I want to point out that the traditional character for 云 cloud is 雲, whereas !云 to is the same as the simplified form.

I must say that phonetic radicals in simplified characters have higher consistency than I imagined. Conversely speaking, the simplification was carried out very cleverly and effectively by scholars in the PRC in 1950s.

The original forms of “” in above characters were 云,軍、雲、and (right part only) before simplification. They all simplified into because of the same sound “yun”, which is a bold and pragmatic way to simplify. 

By the way, the character is the simplified form of “”, but in Japanese kanji, is the counterpart of the traditional character “”(art, skill). So “art” is translated as in Japanese, while it's "术" in modern Chinese.

It’s confusing, but interesting. Enjoy differences!
