Hi goulniky,

As you suspected, "参" is not a 形声字, but a 会意文字 that usually has no phonetic part. So this character doesn't belong to this group. "参" is used as a phonetic part in some characters, such as 惨 (can), 骖 (can) and 黪 (can).

Having said that, I guess that the sounds of 参 (cen) and 参 (shen) were deeply influenced by the phonetic part "人+彡", because of its similarity in shape to the lower part of 参, which led to many readings of this character, alas!
