"...我们外地人还要花高价跑去深圳通关。"
First, whether or not you add the '跑', it doesn't change the basic or let's say 98% meaning of this sentence. The usage of 跑 here, is to add a little bit complaining while describing the hardship of '去深圳通关'.
You can also understand it like a mentally 'run' instead of phisically.
Usually, it appears in some complaining sentences. Like following samples,
1. 今天多热啊，你还让我跑去那么远的地方。
2. 我们已经分手了，你不要跑到我这边来了。
3. 我票子已经买了，但你为什么还跑去黄牛那里买高价票。
Hope it does a little help.
By the way, I found sometimes some Chinese people like to use 跑去, 跑到 in their daily life when they want to exactly express 去 and 到. Maybe the reason is about their dialects. I found this phenomenon happens when Chinese people trying to 'madarinise' their language from local dialects. Just a thought :)

May 20, 2013 at 1:33 AMYou're right. There were 3 different actor played 唐僧 in this show. They are 汪粤，徐少华，迟重瑞, according to the appearance. The former 2 quit because of personal reasons.
I can pretty guess the episode you skipped was the one that 唐僧 drove 孙悟空 away without mercy, right? Same feeling here, hehe. BTW, that unmerciful 唐僧 was played by 汪粤, the very first one.
