The 起 (qǐ) is a complement, a particle that is attached to the verb to indicate 'to begin, to start to'. So in this case, to start to establish good relations... For your second question, the 在 (zài) ... 之前 (zhīqián) is a pattern, and the 在 (zài) is sometimes omitted, as in: 来中国之前我没学过汉语。 Lái Zhōngguó zhīqián wǒ méi xué guo Hànyǔ. 我星期五之前要完成这个工作 Wǒ Xīngqīwǔ zhīqián yào wánchéng zhège gōngzuò.
