This is a very good question. Let's take a look at an easy sentence.
你说得很快. You are speaking very fast.
In this sentence, 很快 is describing how you speak.
你说得很多. You are speaking a lot. Likewise, 很多 is describing how you speak.
你说的话. The words you spoke/said. In this sentence, on the contrary, 你说的 is describing the 话, which now you know by whom were these words being said.
Let's get back the sentence you mentioned.
你说得我都害怕起来. What you said <--- makes me feel afraid.

The answer to the second question is that in Mandarin Chinese, we usually say how it feels like when we're touching the material. So this phrase 感觉起来 comes in useful when describing different textures.
