And yes, you are correct. 我完成了 means that you have completed either the task, the report or even the errands.
The differences between these two expressions depend on what the context is. For example, if you've finished the food, you can say 我吃完了. In this case, saying 我完成了 might sound a little bit weird, because finishing a meal is not a task nor a job that someone assigned you to do it.

Hi,
First, let's see these two words. 读 is to read or study, and 写 is to write. Literally, 写功课 means to "write homework", and 写作业 is to "write assignment". In this case, they are interchangeable.
There is also an expression in English, "someone has done his/her homework", which in Chinese, it is 你做足了功课. Though in this case, you cannot replace it with 作业, since it does not mean homework literally, but means someone has thoroughly prepared and informed about something.

The sentence structure 要...了 means something is about to happen and is going to complete soon. You can take 我要出门 and 我要出门了for example.
