Maybe because it's hard to explain why it has that meaning. 对不起 [duì bu qĭ] /I'm sorry/pardon me/forgive me/ 对 [duì] /couple/pair/to be opposite/to oppose/to face/for/to/correct (answer)/to answer/to reply/to direct (towards sth)/right/ 不 [bù] /(negative prefix)/not/no/ 起 [qĭ] /to rise/to raise/to get up/
