The location is described as 五木朝阳区 which, with your help, I would translate as 林森公园 where you face the sun (I've come back to that after reading your post) which I agree could be 东门. That is, 区 simply identifies the location, the place planned for the meeting. Your time is probably the simplest so I will go with you & Occam on that as well. The number of strokes is perhaps a bit complicated - will leave that as my second preference. Actually I will rush a party out to be there at 12:30am and if all is quiet I will go out again to catch them at 5:18am. Policing is hard work. Specially if you get the wrong day. I liked Baba's explanation but I am going to plump for June 04 (based on number of strokes) to be different.

Thanks for explaining midnight - when the moon is opposite the sun. I think that just pips my 12:30am, which was based on your number of strokes before you introduced traditional characters. :) Which incidentally turns my 12:30am into 12:50am. I'm staying with simplified。。
But before I do, the traditional form of 区 has 产品的 品 inside. Indicating drugs at the meeting place? Or 品 pǐn (trying/tasting) the drugs.

That would be nice and neat. They all 3 have so many old or multiple meanings that your solution is feasible. We know that 区 is not about time. I like your explanation for date.
A bit fancier solution could be that each character points to the other two, eg.
区 (place) is indicated by 朝阳 (facing the sun - a bit general I admit)
阳 (date - 阳 signifies the Gregorian calendar) is indicated by 朝区
朝 (time - 朝代的朝) is indicated by 阳区。
I guess you could also argue:
区 (place) - indicated by 朝阳, or itself
朝 (date) - indicated by 阳区, or itself [your solution]
阳 (time of day) - indicated by 朝区, or itself
My current guess:
Place: in the forest, on the south side of the mountain (I forgo the 'facing the sun' solution because we are told that the meeting occurs at night)
Date: 10th day of the 10th month (thanks Baba); an alternative using number of strokes could be June 04
Time of day: While I like the symmetry of my original solution (12:30 am) to be consistent here I have to go with 12:20 am.

However, 朝 阳 could mean 12:30 am. (small hand on the 12, big hand on the 6.)
