"sui1" is used as a noun but it's not common at all. As a noun, it's common to say "niao4" or "xiao3 bian4".
Yes, you're correct. About 3-1, 3-2 and 3-4 tone pair : the third tone is not pronounced as a full third tone. "just dip down to the bottom of your vocal range and then come back up with the second syllable."

And “毛脚女婿”this word is also originated from Shanghai, but it's often used in Jiangsu, Zhejiang, Fujian, Taiwan and some other places in China as well. :)
