My remaining question doesn't have to do with the language in the interview, but with 张书记's statement that the 书记 were the ones who did everything. What is the relation between 书记 and 干部?

1) Is 牛 in the sense of "strong" a slang usage? Is there another way to say a "strong" resume, using 书面语?
2)For 感情 can you use 浓?(like strong coffee)?
