在 vocabulary 部分,编码 (biānmǎ)英文的翻译到 encryption。我认为搞错了,在对话里的意思就是 encoding, encryption是别的观念,含有’秘密‘的意思和包括’密‘这个字,比如: 密码 (mìmǎ) secret code 密码学 (mìmǎxué) cryptography 译成密码 (yìchéng mìmǎ) 或者 加密 (jiāmì) to encrypt

nicolas, I have the 现代汉语词典 in it's bilingual edition, which I quite like, but I found, much to my surprise, that measure words aren't listed along with nouns

Anne is right about ABC only having pinyin 数量词, sorry I was wrong, it's the examples where they display characters (unlike Wenlin which only has pinyin). I do strongly recommend you get the ABC dict. which is way better than Oxford (no longer supported). Incidentally, Pleco is working on a new version of their tool, which will include a two additional dictionaries, Standard Dictionary of Modern Chinese 现代汉语规范词典 (Chinese-to-Chinese) and the 21st Century Unabridged English-Chinese Dictionary (21世纪大英汉词典). None of this comes cheap but having this in your pocked is simply invaluable.

pinyin with tones: 行政部 xíngzhèngbù 人事部 rénshìbù 营运部 yíngyùnbù 财务部 cáiwùbù 市场部 shìchǎngbù but how do you say org chart,组织图表 zǔzhī túbiǎo ?

Lantian, search google for google wildcard search and it will return what you need - wildcard search is supported at least for alphabetic words. But since you mention PlecoDict, what pleco does (through it's ABC dict. database) is display measure words along with most noun entries - when it doesn't you can probably assume it's 个 or use an analogy (e.g. if it's an animal, chances are it's 只 etc.). In fact, PlecoDict is better than Wenlin for this because it shows the character when Wenlin only gives you pinyin.

tucsonmichael, 差不多 according to this wiki entry : high-ranking persons (doctors, lawyers, politicians, royalty, etc.); in formal language, can also be used for any type of person (not necessarily high-ranking)
