It depends on the situation and who you are drinking with. In some circles, especially business dinners, doing deals, the convention is to empty your cup unless stated by the host or the person with more power/leverage in the situation, e.g. if you are taking your client who will be paying you for a contract out, even if you are paying for the meal, when they toast you and expect you to finish it. You should.

Distance learning degrees are discriminated against in China because there aren't many good ones. There are many available but mostly just for profit not quality of education. "Distance-learning" is 远程教育。

It means if someone is already employed by a state enterprise, then less than formal kinds of degrees and training such as self-taught degrees and onsite training would not jeopardize their career development. They can get promotion and raises regardless of what degree they hold. A lot of older employees belong to this group, not necessarily well-educated, but were employed nonetheless in a different era. But if you are trying to find a job in a state-owned enterprise with a self-taught degree, it will be hard as they prefer a more formal degree.
