I've heard 白日做梦 báirì​zuò​mèng in similar situations. Is there any difference? Are they used in different contexts?

Hi pretzellogic,

In a nutshell, you have to distinguish the audit of administrations and state-owned organizations (which is where the embezzlments refered to above are routinely discovered) from the audit of companies. The corresponding accounting and auditing rules governing these two areas are compeletely different.

Now, regarding companies, you again have two categories:

- listed companies, banks and state-owned enterprises, which apply the so-called "New Chinese GAAPs", which are pretty similar to IFRS (you'll find ample litterature on the web regarding the differences between IFRS and US GAAPs);

- the other companies, which apply the so-called "Old Chinese GAAPs" which have greater discrepancies with international standards.

The New Chinese GAAPs were issued in 2006, and all companies are encouraged to adopt them even if they are not compulsory for them (i.e. listed companies, banks and SOEs).

Frankly, in China, what matter most is not whether there are differences between the Chinese and international standards. The key issue is whether companies actually apply in practice whatever set of standards they say they use (cf. my comment above regarding accounting creativity in China)...
