Yes, you can conclude that the verb is always 4th tone and the noun 1rst tone.
差 has another pronunciation "chāi" in the word "出差/ chūchāi /business trip "

Actually, "别.....了" is a sentence pattern means "don't continue to do something, stop doing something".
“别骂！ ” is more like a "command" but “别骂了” just indicate " Don't continue to scold him, stop scolding."

Your 3 sentences are all correct, but sometimes "the tone and the question mark" can aslo make a question.
For example: 你来了？ 下雨了？
