chí xuésheng qiānzhèng de wàiguórén shì bùnéng zài Zhōngguó shíxí de.
Foreigners possessing student visas can't do internships in China.
To me, this sentence is natural. The 是...的 pattern is not really the same as the one that focuses on circumstances of a action. Here, for me, the sentence is:
持学生签证的外国学生是不能在中国实习的(外国学生)。
It's the same for sentences with colours:
我的汽车是红色的。My car is red.
As usual, if I'm wrong or not clear enough, anyone can tell.

I've got the answer to your question in "A handbook of Chinese near-synonyms":
Both words are quantifiers but the two differ from each other in the usage.
遍 stresses the whole process of an action from beginning to end, while 次 the number of times by which an action has taken place.
我今天回了三次家。
请把课文从头到尾再读一遍。
I have to say that, sometimes, it's not that clear for me neither...

Your question is very useful as well. I've checked in the glossary and I've found some examples:
你没有亲身实践过，怎么知道它的好处呢？
Nǐ méiyǒu qīnshēn shíjiàn guo, zěnme zhīdao tā de hǎochu ne ?
You have never personally put it into practice--how could you know its benefits?
学生不但要在学校学习知识，也应该去社会上多实践。
Xuésheng bùdàn yào zài xuéxiào xuéxí zhīshi, yě yīnggāi qù shèhuì shàng duō shíjiàn.
A student not only needs to study knowledge in school, he should also often put it into practice in society.
妈妈，我们学校也有周末实践的。
Māma, wǒmen xuéxiào yě yǒu zhōumò shíjiàn de.
Mom, our school has weekend volunteer activities too.
去周末实践考试又不加分，你实际点好不好？
Qù zhōumò shíjiàn kǎoshì yòu bù jiā fēn, nǐ shíjì diǎn hǎo bù hǎo ?
Going to school weekend activities doesn't add any points to your exam. Be realistic, OK?
