I'm not sure I agree - In many restaurants, the tips are pooled and split amongst the staff. Additionally, tips in many industries can provide a substantially higher pay level than would be received through the minimum wage (at least within the U.S.). U.S. Law stipulates that if the amount of tip received at the end of a given shift is not equal to or above what would have been paid through minimum hourly wage, the employer must match the difference to compensate.
