There are two places in China with the name Langya county, and the series is set in the state of Liang and all the imperial family is surnamed Xiao, so you can infer that the series is set against the Southern Liang dynasty period during the Southern and Northern Dynasties period. As well as this the protagonist comes from Jiangzuo, which is now the lower reaches of the Yangtze, around the south of Anhui, Jiangsu and Shanghai, so it likely refers to the area around Langya mountain in the city of Chuzhou in Anhui province.

Shanghai, it's basically a city of immigrants. So people from all different places will bring their own traditions to Shanghai. Personally, I feel that Shanghai doesn't really have any home-grown New Year customs. It's all, for instance, Zhejiang people, they bring their customs to Shanghai. Or maybe Jiangsu people, or people from other areas.
