Vladimir Putin has signed a law to expedite the Russian passport application process for Ukrainians living in Donetsk and Luhansk, which are under the control of Russian-backed separatists.
Putin characterized the citizenship offer as a humanitarian gesture, the Associated Press reported.
Ukrainian officials denounced the decree, describing it as a strategy to further integrate the conflict zones into Russia. Ukrainian Foreign Minister Pavlo Klimkin tweeted, “I call on Ukrainian citizens in Russian-occupied territories not to accept Russian passports. Russia has deprived you of the present, but now it encroaches on your future.”
The Kremlin announced the citizenship decree just days after Ukrainians elected Volodymyr Zelenskiy as their new president.
Zelenskiy’s office has issued a statement that the move demonstrates Russia’s position as an “aggressor state” in the conflict in Ukraine and that it “does not bring us closer to the main goal of stopping the war.”
Since 2014, over 13,000 people in eastern Ukraine have died in the fighting between Russian-backed separatists and the Ukrainian government.
