‘上牌’虽然是‘上牌照’的简称，但‘上’的用法和意义是完全一样的。而‘上牌照（上牌）’这个词语本身包括两层意思。

第一是指通过途径获得牌照许可，比如牌照摇号、牌照拍卖、或到车管所登记等等的过程都可以称为上牌。

第二是指将牌照安装固定到到汽车上。那这里的“上”就有‘安装’‘拧紧’或‘将一个物体固定到另一个物体上’的意思。相类似的用法有：上螺丝，上发条，上弦，上子弹，上刺刀，（皮鞋）上油，等等。和‘上楼’‘上学’中的‘上’含义不一样。

The ringtone in this dialogue is from a song called 忐忑(tan3 te4). This song is very ethnic and very hot on the internet in China recently, also known as 神曲(shen2 qu3/it's a metaphor). Most people think this song is hard to understand and very interesting. The singer is 龚琳娜(gong1 lin2 na4) and the song written by her husband Robert Zollitsch.

Hi 忠Jaron, “谢谢你的关心" also works. From some aspects, you can say it depend on the context. Like when the person talking to you face to face, you can use this expression. And "谢谢他的关心", "谢谢你们的关心" "谢谢大家的关心"。

欧阳经理确实是在摸小刘，但小刘也有推脱的动作，因为她想摆脱欧阳经理的骚扰。所以当小菲看到他们的那一瞬间，她会本能的认为是在“摸来摸去”。而且，当小菲在告诉同事们的时候，因为她并不太了解情况，所以采用了中立的说法。

然而，之后同事们非常一致的对欧阳进行了谴责，说明了欧阳经理给人的印象非常不好，所以同事们都很自然的认为是欧阳经理做了坏事，这种猜测也完全符合了故事开头欧阳对小刘进行性骚扰的事实。

根据上下文的需要，一句话中可以同时出现“和”与“摸”，比如：1. 爷爷和奶奶都摸了一下小宝宝的头。2. 小王和小夏都摸中了一等奖。

“谢谢关心”更完整及礼貌，当然“谢谢”或一个简单的“嗯。”作为回答也是完全可以接受的。

"谢谢关心" sounds complete and more polite. Of course, an "谢谢" or a simple "嗯。" is also accepted. I think a person in a bad mood do speak less.
