The HBO programme The Wire put 're-up' on a lot of people's radar. The dealers portrayed in the first series used it all the time and then I heard lots of people pick it up as a common phrase.

I don't know the follow up but the case seemed to follow a familiar pattern in China- bad behaviour by an official, a whistleblower (the attendant), the outrage by netizens, and a promise by the authorities to investigate. But I haven't heard if this guy faced any sanctions over this except that he was apparently stood down while the issue was probed. If anyone knows more, leave a comment and tell us.

i’ve always understood a dustdevil to be a small whirlwind or twister that blew sand and dust around but without the damaging effect of a tornado which much larger and destructive.
