反问语气在中文里是一个非常有趣的题目，日常生活中也常常听到这样的句子。

That is a very good question.
The first 到 in the sentence is used as "arrived", for example, 到公交站, 到公司了. The second 到 is a verb complement, which is used as carrying more information about the verb. The verb complement 到 means that you have succeeded in doing the verb, therefore, 用到手机 means the action of using your phone, and arrived at the goal you aim for, which is using 移动支付.
