I had also bumped into this form before and found it befuddling as well.
Though以为 as a phrase like 我以为认错人了 ”I thought I had mistakenly recognized you“ is pretty口语
Also there was a fairly recent upper intermediate lesson "beware of professional beggar" http://chinesepod.com/lessons/beware-of-professional-beggars#sthash.LmUTcYa6.dpbs where they use this form as well "他们以乞讨为职业" they make begging into a job.That seemed like a common use of the 以。。。为 structure as well.
