I don't know for sure if they are "always" interchangeable. All I can say is they are "basically" interchangeable, hehe. I think both 当妈妈 and 做妈妈 are OK.

When you use the structure "既～又～", you're supposed to place a verb (and auxiliary verb) both after 既 and after 又, like "既吃米饭又吃面包" and "既唱又跳". By the same token, in this case you have to put "能" after 既 and 又.

I guess that 黑名单 is the literal translation of the English word "blacklist".
