I tried asking a woman for directions and used xiǎojiě. She clutched her purse and started walking faster and ignored me. At first I thought she was just scared of lǎowàis. But when I got back to the States and told my teacher about this, she laughed and told me how inappropriate it was.

This sentence alone is weird to me. But taken in the context of the conversation I think it means that A is telling B that B is not very discretionary when it comes to having a good time.
