Here 的 make the verb phrase "来这里旅游” change to a noun phrase. We can't drop the 的。

是...的 pattern used to emphasize or specify the adverbial of the sentence: the time, manner, purpose, target, ect. of a completed action.
"的“ at the end of “你们还说过话的呢.” and "别大惊小怪的" just indicate an Affirmative Tone.
