”障碍“ 是 noun名词。“妨碍”是 verb动词。

There are several situations, 的 can be omitted.
1. Family relationship. 我爸爸，你妈妈, 她家
2. If the adj before the 的 is one character word. 新衣服(xin1yi1fu2 new clothes), 好人(hao3ren2 good person)
3. If the word before the 的 is to describe the character(such as material, nationality) of the noun. 纸飞机(zhi3fei1ji1 paper jet) 羊毛大衣（yang2mao2 da4yi1 wool coat) 美国人(mei3guo2ren2 American people) 中国工厂 (zhong1guo2 gong1chang3 Chinese factory)
There will be some other situations that 的 can be omitted. But those are the most common ones.

慢班 usually is the class that learn slowly. For example: the curriculum is a little bit easy and slow.
快班 is the opposite.
