But here it is a special sentence pattern. 是……了。It is used to estimate a situation. Why the baby is crying. 可能是饿了。
More examples: 他今天很早睡觉，他是累了。/她今天没来上班，她是病了。

怎么样怎么样 depends on. Sometimes, it means 'something something'. Sometimes, it means mad or upset. You can tell from the tones.
