Here, the 了 is linked to 太. They're often used together. If I'm not wrong, when used together, they express something subjective.

To post a new subject, you go to Community - Conversations - General Discussion (on the right of the page, I guess you're a memeber of this group) - and then, at the bottom of the page, there's "Post a new message to this group".
