1. used at the end of a sentence, to indicate a suggestion, a request, or a command
2. used at the end of a sentence, to indicate consent or approval
3. used at the end of a sentence, to indicate doubt without seeking an answer
4. used at the end of a sentence, to indicate supposition or doubt
5. making a pause, usually between positive and negative alternatives in a presumable tune, showing a difficult choice
I think your example lies somewhere between nos. 3 & 4.

March 26, 2011 at 10:35 PMSo I guessed correctly. Why would you raise that issue here? The Japanese people have undergone a terrible tragedy, and you want to attack them about something that occurred before most were born.
Perhaps while waiting for an apology you would like to personally apologize to the Tibetan people on behalf of the the Chinese government for what they have done to Tibet.

March 25, 2011 at 1:58 PMPerhaps it is not appropriate to make light of the situation, considering there are people living much closer to the affected areas who will likely be impacted over a much shorter time span.
I'm not saying the media has not overstated the problem, but it is still a real concern for many people.
