I think it has to do with energy. In a nutshell, the government doesn't have the resources to provide central heating to both the north and the south. I can't help wonder if this is true, though.

December 7, 2009 at 3:48 AMWhen I first came to Shanghai and felt cold, people told me to turn on the air conditioner. I had no idea what they were talking about because as the way I see it, the main purpose of an air conditioner is to make a room cool! The heating function on the air conditioner is just something put on as an ornament. Anyway, I'm still surprised that it seems almost no Chinese know the simple English word 'heater'.
Before my first winter in Shanghai, I thought, "I'm from Michigan. No problem. It is way colder there." But now I know, Shanghai winters are far more uncomfortable for the very reason John said at the end of this lesson.

After writing this post, I realized I should have written 激动 instead of 机动. So I went back and edited it. However, as you can see the edit didn't take effect. This often happens. Is this my computer or your system?
