比手划脚 (Bǐ shǒu huá jiǎo) is used more when speaking of making bodily gestures to get your meaning across, to gesticulate.
指手划脚 (Zhǐshǒuhuájiǎo) carries more of a meaning of ordering someone else around, bossing someone about.

There are a couple of uses of this 起来 (qǐlai). In that expansion sentence, it is the (adjective) + 起来, and what it does is express a deepening of intensity or level of something, i.e.
冷起来 Lěng qǐlai
天冷起来了。Tiān lěng qǐlai le.
胖起来 Pàng qǐlai
每天吃很多东西,他还是不会胖起来。Měitiān chī hěn duō dōngxi, tā háishi bù huì pàng qǐlai.

Adding the 的 (de) on the end just adds a bit of emphasis, confirmation, to the tone.
