You can also use the term 杆子 (gānzi) for a generic term for 'pole.' 扶手 (fùshǒu) is used for any kind of rail or pole that you can use your hand to support you with.

补办 (bǔbàn) is generally only used for this type of situation, where something has to be done all over again, the same action.
再办 (zàibàn) means to do it again, but doesn't necessarily mean it's that exact thing. It could be that you are just applying for another cell number, or bank card, or whatever... not repeating the whole procedure you did for the original one.
补 (bǔ) is very rarely combined with other verbs in this same kind of way.

When asking for a number, like a cell phone number, room number, the term 多少 (duōshao) is used. In this context it means 'what is', not 'how much':
你的手机号码是多少？Nǐ de shǒujī hàomǎ shì duōshao？
房间号码是多少？Fángjiān hàomǎ shì duōshao？
For asking about 密码 (mìmǎ) it's the same, we use 多少 (duōshao).

In the sentence:
你什么时候跟我说的？我不记得了.
Nǐ shénme shíhou gēn wǒ shuō de？wǒ bù jìde le.
It's the 的 (de) that subsitutes for a noun--in this case context tells us it is 'a matter' that the person told (or did not tell) the speaker.

In that sort of situation, you don't use 有的卖 (yǒu de mài), rather you would simply use 'to have', for example:
你们有耐克鞋吗？
Nǐmen yǒu nàikè xié ma？
Do you have Nike shoes?
