Here, you can use 认为 (rènwéi) or 觉得 (juéde), the only difference is that with 认为 (rènwéi), the tone is more certain.

You can say:
我是为了学习来中国的。
Wǒ shì wéi le xuéxí lái Zhōngguó de.
or
我来中国是为了学习。
Wǒ lái Zhōngguó shìwéi le xuéxí.
To welcome someone to Germany, you can say:
欢迎你来德国
Huānyíng nǐ lái Déguó
or
欢迎你到德国来。
Huānyíng nǐ dào Déguó lái.
