这里which is a locality phrase is not an adverb per se（副词） in Chinese but it can act as an adverbial adjunct(状语） to premodify the verb predicate. Note： Adverb and adverbial adjunct are two different things altogether in Chinese。
Therefore your sentence should go this way：
Subject+verb+locality phrase （abverbial adjunct） + Predicate
我+能+这里+付帐单吗？
Other eg:
我们花园里走走。
我们屋里谈。
Some grammar experts （or grammar police）don't like to use 在 in front of locality phrase because it does not add to extra meaning to the sentence eg 我们（在）屋里谈。

December 19, 2008 at 9:27 AM听到教练爱调情，我感到吃惊！与其说他们爱调情（flirt)，不如说他们要讨好女顾客的心，好让她们继续练下去，也顺便介绍一下新的器材。这样除了可以得到更厚的佣金，公司也可以赚大钱嘛。我觉得每个人都从自己的利益出发吧。
因为女人比较心软、容易被说服，所以男教练才向她们下手。
所以不应说他们在flirting （除非玩得太过火），否则会吓跑有打算做健身的女士们以及伤害教练的自尊心。

December 18, 2008 at 12:56 PMWhen wchan used the word 'we', I read it differently. It did not occur to me the 'we' means 'all of us'. It is a polite way to represent 'I' or 'me' in Chinese. Using I or 我 can sometimes be offensive towards somebody from the Asian community. Perhaps a better understanding of Asian culture will avoid unnecessary outburst.
