here is one sentence I read with both 没有and 不: 出 於 神 的 話 ， 沒 有 一 句 不 帶 能 力 的. i think both 沒 有and 不 are used as non-past tense

re 欺負，if being bullied is 被人欺負，how do call the person bullying 欺負的人？it can also mean to deceive or trick?
