But nowadays, like cinnamonfern said, it's more like nice friendly terms to address young people, which are less formal than 先生 and 小姐. It's quite commonly used to address most kinds of 服务员 in service industry. Besides that, if you're called 帅哥 or 美女, people are usually just being nice, no matter if they know your name or not.
