纹身我可不愿意 is not natural, I think we can say: 我永远不会去纹身 for "I would never get a tattoo." since "从来不“ is more likely to point past actions only.

从来不 indicate "custom", for example, 我从来不抽烟，我从来不喝酒。

文纹身 is not commonly used, I prefer 纹身。
