纹身 can be used as a verb or a noun. So here 文 纹身,文 is verb and 纹身 is noun.

September 15, 2010 at 2:00 AM纹身我可不愿意 is not natural, I think we can say: 我永远不会去纹身 for "I would never get a tattoo." since "从来不“ is more likely to point past actions only.
从来不 indicate "custom", for example, 我从来不抽烟,我从来不喝酒。
