There is no legal process. You just choose a name you like, and that is it. Some legal documents in China will ask foreigners for their Chinese name, but that is just for communication convenience because many Chinese cannot pronounce foreign names well.

我要告诉你,我现在的想法让我心里有点不舒服,我喜欢理由和知识,可是我也觉得我自己是个实用主义者。我看到了下面的连接以后就决定了他太危险,告诉公众这些美国的很关键的地方对谁到底有什么好处?不但对公众没有好处,而且这些地方有可能会变成恐怖分子的目标。

说实话,我不管他违反不违反法律,他说谎,他的目的很明显不是让人看美国的怀部分,他简直想攻击美国,所以我希望cia把他死掉。一般我不太极端,可是这次有点特别。

I took a look at the examples on nciku.com, and it appears that 百分比 simply means 'percentage'. In other words, one cannot say XX% with it.

I don't know how I missed your reply. I hope you're still around. Anyway, xiang is more polite. I guess it would be better to use xiang in most instances as most people would appreciate politeness. But at the same time, it often doesn't seem to matter.
