That's a great observation! The tone for "一" can change according to the tone of the following word. There is a lesson about it here.

Unfortunately, ChinesePod has not always been consistent in correctly marking those tone changes. Some books insist that yī is yī, and it must be written that way no matter what. Other books reflect the change by changing it to a 2nd or 4th tone. I'm glad ChinesePod is going in the direction of showing the tone change.

To answer this specific question, it is correctly pronounced yí xià at 1:31.

Yes, that's right! This program introduces 66 Traditional characters, but most of those characters are the same as Simplified.

It's really a neutral tone. Most dictionaries list it as duìbuqǐ.

That's primarily how it's used. In modern Chinese culture, some of the signs of being "油腻" are: Big belly, can talk all about Chinese alcohol and tea culture, and clip their keys to their belt.
