Actually I am still taking classes online like skype where you can speak through the screen with the teacher, I also recommend you to join some language exchange community which also works on skype or other online video streaming platform. It helps to improve the language that you're learning and gets yourself more familiar with the language!!

是+ adj is the structure we're using here, and it is because we omit the "topic" at the end of the sentence. In this case, 菜 is the word we omitted, so originally the sentence should be 中國菜不全都是好吃的(菜)。

So you can see that 中國菜不全都+是+好吃的 follows the structure. 

If you want to use this structure I mentioned on 這些人都不是海地人, with the term 不全都, 

(X) 這些人 不全都是 海地人 的

(O) 這些人 不全都是 從海地來的 (人)

It is something like a rhetorical question, which here, in this case, it means "Anything not all 一應俱全 嗎？"And the following answer should be "Yes it is 一應俱全".
