In what part of China do they say, "hello" to each other? I never heard that in Zhejiang province.

if you have a good pronunciation of Mandarin, then your listening ability will also improve. Yes, there are regional accents, but some things are pretty universal across all parts of China like ji qi xi, and even still, listen to the tone and get context out of that. There have been many times where the pronunciation of many people I've encountered is not standard (completely wrong!), but by the speakers tones, I can correctly guess the meaning. Of course this all takes practice. When they say something in the local accent, you convert it in your head the standard way. It's the same how when I hear a British accent in English, I can match it to its American counterpart.

I find that 好了 goes a long way in expressing this for most situations.

I went to the post office with my friend from England and I asked the man working at the post office how much it costs to send a postcard to 英國,and he said “四塊五”. My friend then asked me how much he said, and before I could translate, the guy working at the post office said, "four five" and my friend said, "WHAT! forty-five yuan to send a postcard!"  The shock from both sides of the counter was priceless.
