延误 means "delay, postpone", but 耽误 has more meanings.
工期延误 gōngqī yánwù， 航班延误 hángbān yánwù
耽误青春 dānwù qīngchūn 耽误学习 dānwù xuéxí
洋洋，你这么漂亮，这么聪明，肯定会有更好的选择的，我不能耽误你的青春。

You're right, 帐 means "account". 有的人或家庭有每个月“记账keep accounts”的习惯，in the dialogue，“算在我下个月的帐上”，意思是：记在我下个月的帐上，算我下个月花的钱。
