In 吃了吗？”了“ indicate a completed action.
In 吃过了吗？“过” indicate a completed action，and “了” is a Modal particle.
过 can indicate a completed action or some experience in the past. When 过 indicate some experience in the past, there is no need to add "了“.

For example,
他使我感到很快乐。Tā shǐ wǒ gǎndào hěn kuàilè.
她使我懂得了珍惜。Tā shǐ wǒ dǒngdé le zhēnxī.
For 叫，it isn't only people can 叫 you:
这样的情况，叫我如何面对？Zhèyàng de qíngkuàng，jiào wǒ rúhé miànduì？
And something can 叫 you to feel a certain way:
你要离开我，叫我怎么不难过？Nǐ yào líkāi wǒ，jiào wǒ zěnme bù nánguò？
