Both shéi and shuéi are  OK.

“你得每星期给花浇水,要不然它们会死的。”

Nǐ děi měixīngqī gěi huā jiāoshuǐ, yàoburán tāmen huì sǐ de.

is more like spoken Chinese.

“包放在上面” 和 “把包放在上面” are different sentence patterns. They have the same meaning.

1  When we express that how to deal with certain thing, we can use "把" sentence to emphasis on it, For example:

把东西给我吧。  Bǎ dōngxi gěi wǒ ba.
Please give me that thing.

2  When we want to realize certain purpose. If we need to deal with something to realize it, then we can use "把"sentence. For example:

太热了,把空调打开吧。Tàirèle, bǎ kōngtiáo dǎkāi ba.

It's too hot. Please turn on the air conditioner.

你把声音开大一点  Nǐ bǎ shēngyīn kāidà yīdiǎnr.

Please turn up the volume a bit.


3  If we want to illustrate something appeared in the above context, which is being dealt with or has been dealt with, we can use this kind of sentence. And we introduce the concerned thing as a small topic. For example:

我买了一件衣服,但是有点儿小,我打算把它送给妹妹。
wǒ mǎi le yījiàn yīfu, dànshì yǒudiǎnr xiǎo, wǒ dǎsuàn bǎ tā sòng gěi mèimei.

I bought a piece of clothing, but it's a little small. I'm planning to give it to my little sister.

a) "I've had it, enough is enough. I'm out of here!"

Wǒ shòu gòule, zhēnde shòugòule, wǒ yào líkāi zhèr!

b) "I am resigning to take another position elsewhere."
我辞职去别的地方工作。
